| 내용 | 오는 7월 1일부터 본격 시행되는 EU RoHS지침(전기전자제품 내 특정 유해물질 제한지침) 적용 면제를 규정하는 이 지침 부속서에 새로운 면제사항을 추가하는 개정작업이 진행되고 있다. 이 지침 부속서는 6대 유해물질(납, 수은, 카드뮴, 6가크롬, PBB 및 PBDE) 함유 제한이 면제되는 사항들을 규정하고 있다. RoHS 지침 부속서에 추가됨으로써, 그 사용이 허용될 지침 적용 면제사항으로 제안된 것은 BLB 램프의 유리 envelope에 사용된 산화납(lead oxide)을 비롯해, PDP 및 SED에 사용된 납, 고출력 스피커 변환기에 사용된 납땜 등 7종류이다. EU 집행위원회는 각 회원국에 해당 위원회 결정(안)을 송부했고, 오는 6월 22일까지 의견을 받는다. 이 결정(안)은 본격 시행이 임박함에 따라 서면투표 형식을 통한 빠른 의사결정을 위해 각 회원국에 송부되었다. 만약 회원국들이 기한 내에 반대 의견을 표명하지 않을 경우, 개정(안)에 동의하는 것으로 간주되어 법규 채택작업은 신속하게 진행될 전망이다. 이 위원회 결정(안)에서 RoHS 지침 적용 면제 사항으로 제안된 7가지 사항은 다음과 같다. 21. Lead and cadmium in printing inks for the application of enamels on borosilicate glass 22. Lead as impurity in RIG (rare earth iron garnet) Faraday rotators used for fibre optic communications systems 23. Lead in finishes of fine pitch components other than connectors with a pitch of 0.65mm or less with NiFe lead frames and lead in finishes of fine pitch components other than connector with a pitch of 0.65mm or less with copper lead-frames. 24. Lead in solders for the soldering to machined through hole discoidal and planar array ceramic multilayer capacitors 25. Lead oxide in plasma display panels (PDP) and surface conduction electron emitter displays (SED) used in structural elements; notably in the front and rear glass dielectric layer, the bus electrode, the black stripe, the address electrode, the barrier ribs, the seal frit and frit ring as well as in print pastes. 26. Lead oxide in the glass envelope of Black Light Blue (BLB) lamps 27. Lead alloys as solder for transducers used in high-powered (designated to operate for several hours at acoustic power levels of 125dB SPL and above) loudspeakers.[0615, 무역환경정보네트워크] |
